Homeowner Reimbursement Program
The Consent Decree that outlines the noise mitigation lawsuit settlement between the cities of Minneapolis, Richfield and Eagan. v. Metropolitan Airports Commission, et al, details Phase 3 of the noise mitigation program. Phase 3 of the program includes noise mitigation reimbursement of costs for noise mitigation acoustical treatments installed at the homeowners expense. The treatments are intended to provide noticeable acoustic improvement in those portions of the home in greatest need of noise relief and is for homes located between the 2005 and 2007 60 DNL contours (click here to determine eligibility).
The per-home noise mitigation reimbursement amount will not be determined until December 31, 2009. The current estimated amount is approximately $2,500 in 2008 dollars. Under the Consent Decree settlement, the per-home budget will vary over time based upon annual inflation adjustments and other factors. Also, under the terms of the Consent Decree, the reimbursement payments will not begin until March 1, 2010. Homeowners may submit reimbursement claims for noise mitigation improvements that are on the "Noise Mitigation Reimbursement List" which have been installed after October 20, 2007. Other required conditions for reimbursement claims, as specified in the Consent Decree, may be found below in the "Conditions to Qualify for Reimbursement".
