NOC News: January 2015

The Minneapolis-St. Paul International Airport (MSP) Noise Oversight Committee (NOC) met on January 21, 2015 and received an update on aircraft activity associated with MSP, and discussed several topics related to aircraft noise, weather, the federal environmental review process for categorical exclusions and more.

The NOC also heard presentations provided by two guest speakers: Mr. Michael Griesinger from the National Oceanic and Atmospheric Administration, National Weather Service; and Pat Mosites, MAC Residential Noise Mitigation Program Manager.

Clarity Needed On Legislative Intent of CatEx2 Categorical Exclusion

An October 24, 2014 article published by the Airport Noise Report (Volume 26, Number 35) indicated that the Federal Aviation Administration (FAA) is being urged by legal experts, community representatives, and airport representatives to ask the United States Congress for clarification on the legislative intent of specific provisions for the CatEx2 categorical exclusion pertaining to a "Net Noise Reduction Method" when evaluating environmental effects associated with implementation of measures mandated in the FAA Modernization

Assessment of Environmental Effects is Now Published

The Metropolitan Airports Commission’s (MAC) most recent Assessment of Environmental Effects (AOEE) report for the Capital Improvement Program (CIP) 2015-2021 was published in October 2014 in accordance with Minnesota law.

The AOEE is produced by the MAC annually to outline the cumulative environmental effects at each of the seven MAC-owned airports throughout a rolling seven-year capital improvement program. Many of the projects in the CIP entail repair or rehabilitation.

MAC Board Meets in Eagan on September 15 at 7 p.m.

The Metropolitan Airports Commission (MAC) Board will hold its next regularly-scheduled meeting in Eagan rather than at the Minneapolis-St. Paul International Airport (MSP).

Members of the public are encouraged to attend and participate in the meeting, which will be held on Monday, September 15, 2014 at 7 p.m. in the Eagan Community Center (1501 Central Parkway, Eagan, Minnesota 55121).

Are Aircraft Departing South from MSP Supposed to Remain South of Highway 110?

Some aircraft departing from Runways 12L and 12R at Minneapolis-St. Paul International Airport (MSP) are directed by Air Traffic Controllers (ATC) to fly on specific headings that concentrate flights over the Eagan-Mendota Heights Corridor (Corridor) -- an industrial area adjacent to the Minnesota River Valley-- before turning on course to their destination.  The idea is to guide air carrier jet aircraft over less-populated areas, like areas located inside the corridor, while the aircraft is gaining altitude on its initial climb.

People often ask how much of a factor wind is when determining which runways will be used for arrivals and departures at Minneapolis-St. Paul International Airport (MSP).  The simple answer is that wind direction is a primary consideration during each moment a pilot lands or takes off at any airport, including MSP.
